What is the possibility of drawing an "Ang Tiong" in the first round of Mahjong?

1. There is a total of 148 tiles in Mahjong. There are 4 "Ang Tiong"s in each set.
2. Discount the 53 tiles that are drawn first.
3. Find the probability of "Ang Tiong"s being drawn in the first 53 tiles.
4. Add the probability of flowers being drawn and "Ang Tiong"s being drawn while refilling.

Does the above make sense? This is how I feel when studying stats....WHATS THE POINT????
